“A biblical flood! It started around one in the morning, very heavy rain. You couldn’t see even a meter ahead,” said a local resident.
Serious floods that have left no fatalities
Local authorities affirm that, despite the extensive material damage, no victims have been recorded. ISU Dobrogea firefighters received more than 800 calls of people asking for help and since Friday night they have been working on the ground in the 15 districts most affected by the floods.
Meteorologists say the cause of the downpours was a stationary cyclonic storm system over the Black Seawhich absorbed large amounts of water.

It maintains the orange alert for rain until at least Sundayand authorities warn that southern County Constanza will be the most affected by the floods. The cyclone is expected to move towards southern Greece and Türkiye in the coming days.
